  • Privatization of Municipal Services in East Africa--A Governance Approach to Human Settlements Management (1998) reports on a UN Habitat research project which reviewed and evaluated the privatization of municipal services in the East Africa region, and which drew on findings to provide information and options to policy makers on designing effective institutional and regulatory frameworks for policy reforms. This study sought to identify and measure the improvements, if any, that have taken place in provision and access to municipal services following privatization of municipal services. An essential aspect of this research report is an analysis of experiences of mobilization of municipal financial resources to support sustainable urban development, and the extent to which various services have become more accessible and affordable to local populations. Drawing on case studies in Kenya, Uganda and Tanzania, this UN Habitat report will be of interest to policy makers in a range of geographical settings.
